Kier has been appointed as one of the Ministry of Defence’s (MoD) delivery partners for its Defence Estate Optimisation (DEO) Portfolio. The MoD has adopted an alliancing approach to the delivery of a significant number of projects within its £5.1bn investment portfolio which will enable the design and build of a wide range of buildings and infrastructure.
Kier has been appointed to deliver one major project and one regional package:
- Major project – RAF Cranwell in Lincolnshire
- Regional package – Army South of England
Within DEO, this Strategic Alliance Programme will drive collaboration across core themes including social and environmental sustainability and digitisation. The alliancing approach will embrace and enable Modern Methods of Construction (MMC) and Design for Manufacture and Assembly (DfMA).
Kier has a breadth of experience working in construction and infrastructure alliances, a key principle of the Construction Playbook, including the delivery of HMP Millsike through the Ministry of Justice’s (MoJ’s) New Prisons Programme and through its other business streams.
The programme will also support supply chain partners of Kier with early supplier involvement and visibility of work, which in turn ensures the building of long-term relationships.

This latest success builds upon Kier’s proud track record of delivering buildings and infrastructure across the MoD estate, including early Defence Estate Optimisation projects such as the Defence Infrastructure Organisation’s (DIO’s) new headquarters at Whittington Barracks, Lichfield.
