Kier has been appointed to Pagabo’s new £814m multi-sector Total Facilities Management (TFM) Framework (2025 – 2029), which will enable vital maintenance and upgrades at schools, hospitals and a range of other public buildings across the country.
The new framework will allow public sector organisations across sectors including education, leisure, healthcare, emergency services and local authorities to procure a range of soft, hard or total (combined) facilities management services.
It will be managed by Pagabo on behalf of contracting authority Red Kite Learning Trust.
The framework is divided into six distinct lots, catering to varying contract values and types of services, and is structured to deliver a comprehensive range of facilities management services through a Public Contracts Regulations 2015 (PCR2015) compliant process.
The appointment to this framework was secured by Kier Places, a business within Kier Construction which delivers workplace, building, and residential solutions in places where people live and work across the UK.
Kier Places has been appointed to Lot 2 (Total Facilities Management) and Lot 4 (Hard Facilities Management) across four regions – the Midlands, South West, Wales, and London & South East. Kier Places will be providing expertise and delivery across a range of services including planned and reactive maintenance, mechanical and electrical services, waste management, security, pest control, cleaning, capital projects, water and drainage systems, roofing, specialist installations, and helpdesk services.

The Pagabo TFM Framework appointment follows a number of contract and framework announcements for Kier Places over the last six months, including Cambridgeshire County Council (facilities management contract), Heathrow Airport Limited (Quieter Neighbourhood Support Scheme), and appointment to the Riverside Group’s four-year framework to deliver the housing association’s fire safety and retrofit programme.
